The Lottery Chamber of the State of Minas Gerais (Cmsl) has established itself as a key player in the Brazilian lottery sector, driving initiatives in regulation, security, and social responsibility. With its participation in Cgs Rio 2025, Cmsl seeks to strengthen the dialogue about the coexistence between federal and state lotteries, progress in responsible gaming certifications, and expansion opportunities in Brazil.

 

In this interview, Roberto Quattrini, Ceo of Cmsl, shares his perspectives on these topics and the challenges the industry faces.

 

What are Cmsl's expectations for its participation in Cgs Rio 2025, and what key messages do you wish to convey to the industry during the event?

"We believe that federal and state lotteries should coexist and collaborate to combat illegal gambling and benefit the final consumer. From Cmsl, we consider that Caixa should open its retail network (lottery houses) to strengthen the growth of state lotteries, as the revenue generated is directed toward social programs such as education, security, and health. It doesn’t make sense for Caixa to compete with state lotteries since these are part of the union, and Caixa also belongs to the union. All legal lotteries should unite in the fight against the illegal and unregulated market, promoting a transparent and fair ecosystem."

 

With the recent Level 2 certification from Wla in responsible gaming, how do you plan to continue strengthening security and trust in the Brazilian lottery sector?

"Our commitment to Responsible Gaming is based on the seven fundamental principles established by the World Lottery Association (Wla). Within the Wla Responsible Gaming Framework (Rgr), there are four levels of certification reflecting the degree of implementation of these principles in the daily operations of a lottery. Achieving Level 2 means we have completed a self-assessment and gap analysis to identify which Responsible Gaming programs need to be implemented. From here, our goal is to advance to Level 3, which involves planning and implementing specific programs with a defined schedule and budget.

Responsible Gaming programs include key areas such as player education, game design, advertising and marketing controls, remote game monitoring, training for employees and retailers, as well as treatment and referral for people with gambling issues. As we integrate these programs into our daily operations, we seek to continuously improve our standards to ensure a safer and more trustworthy lottery environment for Brazilian players."

 

After establishing yourself in Minas Gerais, are you exploring expansion opportunities to other states or new gaming modalities in Brazil?

"Yes, we are currently looking for new expansion opportunities in other states in Brazil. In particular, Igt and Scientific Games are awaiting the final award of the São Paulo state lottery to Sav, while evaluating and pursuing other opportunities in the country. Both companies have an extensive and diversified game portfolio, but the possibility of introducing new modalities depends on the concessions granted by each state. We will continue to explore options to expand our operations and strengthen the regulated lottery sector in Brazil."
